If using 365 then OL is 365 and not 2016
Restart the PC, when fully loaded, run an in place Office repair via apps & Features>Office365>Modify/Repair
If still an issue, type of mail account?

Ok working on online repair. Will revert after completion.
Browsers connect no problem, including Edge whether it be Office.com or some other site.

I completed the Office Repair, doesn't seem to have an effect other than the annoying Microsoft Teams application coming back to haunt me. Ok, any next steps?

From your description and error message, the issue could associate to the connection between Outlook client and the network. Therefore, you first can change the network environment to check the result.
If the issue persists, to provide further assistance, we'd like to collect some information:
1. does the issue appear as other members in the organization? And what time is the issue start?
2. Please provide the screenshot about Outlook client version to us. We'll do more tests based on it. You can find it via File> Office Account in Outlook desktop like the screenshot below:
3.From your reply, we'd like to know if this issue also appear as Microsoft Teams app.
Besides, please also sign in Outlook web app to check if you can access to. If yes, as a workaround, you can work via the web.

Hello Joey,
It's a Microsoft Office Business account.
The issue is isolated to myself not sure if it's the machine or the account, Windows XP and Office on that machine seems fine.
Now after the repair it's asking me to sign into Office.
Seems to be signed into the wrong office account as well (have multiple mailboxes for various needs on different domains and orgs).

Based on your reply, my understanding is that you can use this account to sign in another Windows XP PC but not the Windows 10 PC. If I have any misunderstanding, welcome to correct me. Based on it, you first can access to Credential Manager on the affected PC to remove the relating credential, then re-sign in the account to check the result. Since the error message mentioned "Please check your network and try again later." So may I know if these PCs using the same network environment? If not, kindly change the same network environment to check iif there is any difference. It is useful to narrow down the issue. Furthermore, we'd like to know whether the issue only appears Outlook app or other Microsoft 365 apps like Word, Excel etc.

Something strange with the OS is my best guess, I nuked the OS and reinstalled and re-downloaded office and set it up against all my accounts. It's up and activated and running smoothly.
